Ottumwa Man Arrested for Breaking Court-Ordered No-Contact

An Ottumwa man was arrested Tuesday afternoon after police say he violated an active no-contact order.

According to the Ottumwa Police Department, officers were notified around 1:46 p.m. on January 14 that Roy Murphy, 63, was reportedly in violation of a court-ordered no-contact restriction. When officers arrived at a residence in the 900 block of East Second Street, they observed Murphy inside the home with the protected individual.

Court records indicate there are two valid restraining orders between Murphy and the victim, dated July 29, 2025, and October 20, 2025. Murphy was taken into custody and transported to the Wapello County Jail. He was later released after posting a $300 cash or surety bond.

A new no-contact order was reissued on January 15. Murphy is charged with violation of a no-contact or protective order, a simple misdemeanor. A preliminary hearing in the case is scheduled for February 5.
