Ottumwa City Council Meeting Report: November 4, 2025

The Ottumwa City Council Meeting, sponsored by Jakki and Fonzi with Cars and Cash, located on N. Madison in Ottumwa. 

During the meeting, the Council approved both Consent Agenda #1 and #2.

In the Administrator’s report, Executive Director Scott Hallgren presented the FY25 Annual Report for the Bridge View Center.

The Council then addressed City Ordinances, specifically an ordinance that updates parking and traffic regulations in and around downtown Ottumwa and near the Ottumwa High School. This update, requested by the school district, aims to improve parking and traffic circulation in the area. City staff have reviewed and support the proposed changes. This marked the Council’s third consideration for the passage and adoption of this ordinance.

Next, the Council discussed Department, Board, or Commission recommendations and reports. A motion was passed to delay the imposition of sewer base fees on each unit within a multifamily dwelling and each mobile home lot in a mobile home park until July 1, 2026.

Additionally, the Council approved a grant application to the Bureau of Justice Assistance to participate in the 2025 Bulletproof Vest Partnership Program. This authorizes the Mayor or Chief of Police to sign any related documents as required. Bulletproof vests have a lifespan of five years, and this grant will cover purchases made between April 1, 2025, and August 31, 2027. The application will request 5 (8) vests at a total cost of $11,200, with a reimbursement request of $5,600.

Finally, Amal Eltahir presented a resolution to adopt revised procedures for administering the City’s Downtown Revitalization Programs. These revisions include updated evaluation criteria, a standardized grant agreement form, and a formal reimbursement request process upon approval. Staff will implement these procedures for all new grant applications.
