On September 11, Ottumwa police were dispatched to the area of North Willard Street and West Vine Street after a passerby reported a man walking in and out of traffic. The caller told authorities the individual appeared to be doing so intentionally, creating a dangerous situation for drivers.
Court documents identify the man as 49-year-old Troy Osborne. Reports state Osborne suddenly stepped into a moving lane of traffic, forcing a vehicle to come to an abrupt stop to avoid hitting him.
When officers arrived, they made contact with Osborne and noted several concerning signs. According to court records, Osborne had bloodshot eyes, was speaking rapidly in a way that was often unintelligible, and showed quick, erratic body movements. Officers also reported that he was sweating heavily and that his pupils were unresponsive to light. Police determined Osborne’s actions and physical condition were consistent with being under the influence of a controlled substance.
Osborne was placed under arrest at the scene and transported to the Wapello County Jail. He has been charged with public intoxication, a simple misdemeanor, and disorderly conduct, also a simple misdemeanor.
