Police responded to a report of a no-contact violation after a passenger in a traffic-stopped vehicle fled from officers, interfering with their duties. The individual was arrested and faces misdemeanor charges related to violating a protective order and obstructing law enforcement.
On November 23, 2025, at approximately 11:20 a.m., the Ottumwa Police Department responded to a report of a no-contact violation in the 100 block of S. Madison Avenue.
Roger Williams, 37, of Ottumwa, was a passenger in a vehicle that had been stopped for a traffic violation. According to law enforcement, Williams knowingly violated a no-contact order issued in October 2025, which prohibited him from contacting the driver of the vehicle.
When officers requested Williams’ identification, he exited the vehicle and fled, despite multiple uniformed officers attempting to detain him. His actions interfered with law enforcement duties.
Williams was arrested and taken to the Wapello County Jail but was later released on a $300 bond. A bench warrant was issued on January 21, 2026, after Williams failed to appear for a scheduled hearing on December 18. He is currently being held in the Wapello County Jail.
A pretrial conference is scheduled for February 12, 2026. Williams faces charges of violation of a no-contact/protective order (contempt, simple misdemeanor) and interference with official acts (simple misdemeanor).
