Police responded to a reported disturbance at an apartment complex after a resident was allegedly involved in a physical altercation with a neighbor.
On March 16, at approximately 9:05 p.m., the Ottumwa Police Department was dispatched to the 800 block of Abia Road in response to a reported disorderly conduct.
Upon arrival, officers observed Jesse Sparks, 36, of Ottumwa, being restrained on the floor in the common area hallway of the apartment complex. According to the criminal complaint, Sparks was reportedly yelling and physically assaulted a neighbor. Court documents state that neighbors detained Sparks until law enforcement arrived.
Sparks exhibited violent behavior in a public area, and his actions were witnessed by several individuals on the scene. He was subsequently placed under arrest, transferred to the Wapello County Jail, and later released.
Sparks is charged with disorderly conduct, a simple misdemeanor.
