Ottumwa Police recently responded to a situation involving a driver operating a vehicle while unsecured animals inside created a potential safety hazard.

On March 16th at approximately 7:14 p.m., the Ottumwa Police Department observed a vehicle being operated on a public roadway within the city. The driver was identified as 29-year-old Felicia Lippincott of Ottumwa.

According to law enforcement, officers observed two pit bull terrier dogs loose inside the vehicle, attempting to climb into the driver’s seat while the vehicle was in operation.

Court filings state that pit bull terriers are classified as dangerous animals and are prohibited within city limits under local ordinance.

Officers reported that upon making contact, Lippincott admitted the dogs were pit bull terriers and that she was their owner.

Lippincott was taken into custody and later released on a police citation.
