OPD: Man Threatened Person, Caused $1,000 Worth of Damage

An Ottumwa man was arrested after allegedly damaging property and threatening an individual inside a local business.

48-year-old Josiah Phipps was charged with first-degree harassment and third-degree criminal mischief, both aggravated misdemeanors.

On March 22nd at 10:22 AM, the Ottumwa Police Department says Phipps told a person he was going to shoot her while inside the establishment on the 900 block of East Main Street in Ottumwa. Phipps is also accused of striking and breaking property at the store that resulted in $1,000 worth of damages.

Phipps was taken into custody and transported to the Wapello County Jail where his bond is set at $2,000.

Phipps has a preliminary hearing scheduled for April 3rd and has been ordered not to have any contact with the alleged victim.
