From April 2024 to December 2024, 77 people were paroled to Wapello County. As of today, 52 of those people have been reincarnated with new indictable offenses. Which is 67.5%.
Parole notifications 2024 – Reoffenders.
To the Citizens of Wapello County:
Iowa’s prison system utilizes indeterminate sentences, meaning inmates may be paroled
before completing their full sentence. The County Attorney’s Office lacks authority over release
decisions, which fall under the jurisdiction of the Board of Parole. Sometimes, if an offender is
released to Wapello County, the County is notified of said release. So that citizens may be
informed, I have released the details of these notifications, including approximate time served
prior to release1
. Additionally, this information provides the public with information on the
operation of our criminal justice system in hopes to better facilitate change and highlight the
struggles prosecutors and law enforcement face with repeat offenders.
From April 2024 to December 31, 2024, 77 notifications were issued regarding inmates
being paroled to Wapello County. Of those 77 people, 52 people have been reincarcerated
with new indictable crimes. A staggering 67.5%.
Of those releases, the people with the following sentences have been charged or
convicted of new indictable crimes or had their parole revoked. :
- M.M., sentenced to 5 years, paroled in 1 year, 9 months.
- D.F., sentenced to 10 years, paroled in 3 years.
- K.S., sentenced to 10 years, sixth time paroled, 8 years 6 months total.
- T.W., sentenced t010 years, paroled in 1 1 months.
- J.S., sentenced to 10 years, paroled in 8 months. (crime of violence)
- J.L., sentenced to 40 years, paroled in 3 years.
- R.C., sentenced to 5 years paroled in 1 year, 4 months.
- L.V.W., sentenced to 12 years, prior paroled in 5 years, earned an additional 5
years, paroled again in 1 year. - T.B., sentenced to 21 years, paroled in 1 year, parole revoked, paroled again in 1

Please remember that there are people do use the time they spend in prison to better themselves
and take advantages of the programs and education provided. While recidivism is discouraging,
those who have changed should not be judged based upon the people who haven’t.
