Ottumwa Police Respond to Disturbance, Arrest Two After Public Fight

An alcohol-related disturbance resulted in two arrests after officers encountered a physical fight in a Ottumwa parking lot.

On January 1 at approximately 3:25 p.m., the Ottumwa Police Department was dispatched to a parking lot in the area of North Davis Street for a report of disorderly conduct. Upon arrival, officers observed Lovens Chouloute, 26, of Ottumwa, and Deiefson Dieu, 36, of Ottumwa, actively engaged in a physical altercation.

According to law enforcement, both individuals displayed a strong odor of an alcoholic beverage upon contact. Chouloute and Dieu each admitted to consuming three beers prior to the incident. Both consented to a preliminary breath test, which showed Chouloute registered a blood alcohol concentration (BAC) of .154 percent, while Dieu registered a BAC of .128 percent.

Court documents state that despite repeated commands from uniformed officers to stop fighting, both individuals refused to fully comply. As a result, Chouloute and Dieu were placed under arrest and transported to the Wapello County Jail. Both were later released.

Deiefson Dieu is scheduled to appear for a preliminary hearing on January 5. He is charged with interference with official acts, a simple misdemeanor, and public intoxication, a simple misdemeanor. Lovens Chouloute is charged with disorderly conduct involving fighting or violent behavior, a simple misdemeanor; consumption of alcohol in a public place, first offense; and interference with official acts, also a simple misdemeanor.
