During a special session on Thursday, the Keokuk City Council voted unanimously to
Terminate City Administrator Emmanuel Bellegarde.
Bellegarde had been Keokuk city administrator since 2024.
Bellegarde was arrested Saturday on charges of operating while intoxicated (OWI) and for marijuana possession.
