An Ottumwa man was arrested after police say he sent illicit material to a minor.
Lieutenant Jason Bell of the Ottumwa Police Department says a local parent contacted the police on April 18th after finding inappropriate images and videos on their 13-year-old daughter’s phone.
After an investigation, authorities were able to find the person responsible for sending the lewd material and 29-year-old David Lira was arrested on Monday. Lira, a registered sex offender, was charged with violation of the sex offender registry requirements, second offense, a Class D felony. Lira’s phone was also seized.
Further investigation uncovered more evidence and additional charges were filed on Friday:
- Sexual Exploitation of a Minor – Possession of Child Pornography (Aggravated Misdemeanor) – 11 Counts
- Sexual Exploitation of a Minor – Promote Film (D Felony) – 2 Counts
- Telephone Dissemination of Obscene Materials to a Minor 2nd Offense (D Felony) – 1 Count
- Sex Offender Registry Violation 2nd Offense (D Felony) – 14 Counts
In 2018, Lira pleaded guilty to indecent exposure. On April 4th of this year, Lira pleaded guilty to telephone dissemination of obscene material to a minor. The victims in both cases were girls under the age of 13.
