An Ottumwa man is facing charges after allegedly striking his stepchild.

According to court documents, around 12:30 A.M. on November 17 , Ottumwa Police officers responded to a call at a residence on Richmond Avenue. The incident report states that 50 year old Paul Lee Williams had struck his stepchild, a minor under the age of 18 who lives in the same house, in the face with an open hand. The report also states that the strike left a welt and a handprint on the victim’s face.

Williams was arrested and charged with Child Endangerment (an Aggravated Misdemeanor). He was transported to the Wapello County Jail and was released on bond on November 18. Williams has been ordered to have no contact with the victim. A preliminary hearing is scheduled for November 23.

As a reminder, a criminal charge is merely an accusation. A defendant is presumed innocent until proven guilty in a court of law.
