During a special meeting Monday afternoon the Ottumwa City Council took action to ensure the city’s capital improvement program will be carried out this year.
The council approved two resolutions on the issuance of General Obligation bonds that will be used to finance the CIP program. The first resolution authorizes the issuance of 700-thousand dollars in general obligation bonds.
The second resolution authorizes the issuance of 4.7-million dollars in general obligation bonds.
Also during Monday’s meeting the proposed housing project involving the former St. Joseph Hospital building came under discussion.
City Planner Ed Courton discussed with the council the creation of what is known as a Planned Unit Development ordinance. Courton says the PUD ordinance will allow projects such as the housing project proposed at the St. Joseph Hospital site more flexibility.
Courton told the council the PUD ordinance can be used to reduce or increase the building as other set back standards. He says there are five areas of concerns with the city’s current ordinance where a PUD ordinance would be helpful.
