Armed and Dangerous: OPD Asks for Public’s Help Finding Man Who Shot at Bail Bondsmen


The Ottumwa Police Department is asking for the public’s help in finding an armed and dangerous fugitive possibly in the Ottumwa and Jefferson County Areas.

Press Release: The Ottumwa Police Department would like to alert the public about a resident who we consider to be armed and dangerous.  Joseph Allen Bibby, age 29, frequents the Ottumwa area and has connections to Jefferson County, Iowa.

It was reported to the Ottumwa Police Department on Wednesday, June 29, 2016, at approximately 10:30 p.m., that Bibby shot a handgun at bail bond agents who were trying to arrest Bibby on his outstanding arrest warrant.  No one was injured during the incident. The investigation is on-going.

If anyone has information about Bibby’s whereabouts, they are requested to contact the Ottumwa Police Department, or their closest law enforcement agency.

Please change your headline.
Besides you scaring me to death I have had at least 75 calls making sure my son the bail bondsmen in Ottumwa was not shot. Tell them it is a Bounty Hunter instead

The press release states: “…Bibby shot a handgun at bail bond agents who were trying…”.
We do not edit press releases for anything except spelling and grammar. As I responded on Facebook, Iowa law sets no difference in regulations for bail bondsmen and bounty hunters (bond enforcement agents) in fact most bail bondsmen do both.
Another issue is that after we post a story to facebook we cannot change the headline. We can edit it before posting but cannot change it once it is posted.
