Former Moulton EMS Treasurer Accused of Misappropriating Funds

Authorities in Appanoose County have arrested a woman they say stole money from the local EMS group over an eight year period.

Appanoose County Sheriff Gary Andersen says, in a press release, that 44 year old Kimberly Horn of Moulton was arrested after it was discovered she misappropriated more than $22,000 in funds belonging to Moulton EMS Incorporated.

Horn was treasurer of the first responder group from 2007 until October, 2015. She has been charged with 1st degree Theft, a class C felony punishable by up to five years in prison.

The arrest comes nearly a year and a half after State Auditor Mary Mosiman issued an audit report alleging $22,665.08 in ‘improper and unsupported disbursements and undeposited collections.’

Mosiman’s report says Horn made $13,709 in cash withdrawals, $5,770 in checks issued to herself and another $905 in checks issued to “cash”.

Horn was booked into the Appanoose County Jail and later released after posting bond and pending further court appearances.

A criminal charge is merely an accusation and defendants are presumed innocent until and unless proven guilty.
