Deputies Make Arrest in Christmas Day, 2015 Arson Investigation

Wapello County Sheriff Deputies have closed an arson investigation which began on Christmas Day, 2015.

At 10:10 on December 25th, 2015, firefighters and deputies responded to a house fire at 116 E Main Street in Agency.

Wapello County Sheriff Chief Deputy Don Phillips says that evidence at the scene led investigators to determine the fire was intentionally set.

Evidence was collected and sent to the Iowa Division of Criminal Investigation lab. Phillips didn’t elaborate on what evidence was sent for testing, but said the results were recently returned.

On Tuesday, deputies arrested 47-year-old David Latcham* of Ottumwa at the Ottumwa Residential Treatment Facility on Osage Drive.

He was in the facility serving probation on 2nd degree burglary charges from Mahaska County. He also has previous convictions in Poweshiek, Scott, Polk and Tama Counties.

Latcham is charged with 2nd degree Arson, a class C felony and Burglary in the 3rd degree, a class D felony.

Latcham is currently in the Wapello County Jail in lieu of $10,000 bond.  

A criminal charge is merely an accusation and defendants are presumed innocent until proven guilty.

*Spelling in Sheriff Department Press Release is Latham. Defendent’s last name is spelled as Latcham in initial arrest report and in online records.
