Arrest Made in Downtown Parking Lot Shooting

Ottumwa Police Officers have arrested a man they say took part in a shooting, on August 20th, in a parking lot south of the 300 block of East Main Street.

Ottumwa Police Lieutenant Chad Farrington said, in a press release, that police found approximately 25 empty shell casings from two different calibers of ammunition.

No injuries have been reported as a result of the incident, though Farrington says buildings and vehicles were damaged as a result of the gunfire.

On Wednesday, August 30th, police arrested 29 year old Emmanuel Brazil Smith of Ottumwa.

A criminal complaint filed on Iowa Courts Online says Smith admitted to possessing a firearm and discharging it in the parking lot. The incident involved another male, though that individual’s identity has not been released at this time.

Smith has been charged with being a Felon in Possession of a Firearm. He remains in the Wapello County jail on a $15,000 cash only bond. Wapello County Attorney Gary Oldenburger says that additional charges are expected, but couldn’t elaborate.

Smith was arrested in November, 2014 at Indian Hills Community College. On that day, police searched his vehicle after observing an odor of marijuana.

In the back seat, police found a .380 caliber pistol. Smith was charged and eventually pleaded guilty to possessing a firearm on school grounds, a class D felony.

Multiple sources, including residents of the Stellar Woods Apartment Complex, say that police searched Smith’s apartment on Wednesday. Smith’s address in the arrest report is listed at the apartment building.

Police Lieutenant Jason Bell couldn’t provide many details on the incident, saying the investigation is ongoing and police are still following up on leads.

A criminal charge is merely an accusation and defendants are presumed innocent until and unless proven guilty.
